How did this come to light?

Assistant Director Joe Prado of the Fresno County Public Health Department issued a statement revealing ongoing evaluations and assessments of the unlicensed laboratory in Reedley. The investigation involved close collaboration with multiple federal and state agencies to identify and categorise the biological and chemical substances present on the site. The complexity of the situation necessitated a careful determination of jurisdictional authority.
 
 
 
During a prior inspection on March 3, city officials discovered various chemicals being stored at the location. The situation escalated on March 16, when county public health officials conducted a follow-up inspection and reportedly found medical devices that appeared to have been developed on-site, including COVID-19 and pregnancy test kits. These findings raised immediate red flags about the nature of activities conducted within the unlicensed laboratory.

The warehouse contained nearly 1,000 laboratory mice, hundreds of unknown chemicals, refrigerators and freezers, vials of biohazardous materials, including blood, incubators, and at least 20 infectious agents, including SARS-CoV-2, HIV, and a herpes virus.
 
Hundreds of mice at the warehouse were kept in inhumane conditions, court documents said. The city took possession of the animals in April, euthanizing 773 of them; more than 175 were found dead.
 
The Centers for Disease Control and Prevention tested the substances and detected at least 20 potentially infectious agents, including coronavirus, HIV, hepatitis and herpes
 
An onsite representative for Prestige, Wang Zhaolin, told investigators that the mice were “genetically engineered to catch and carry the COVID-19 virus.”. This revelation, as detailed in a Health and Human Services letter dated June 6, sent shockwaves through the health community. All of the biological agents were destroyed by July 7 following a legal abatement process by the agency.
 
Authorities took swift action and shut down the lab, but the purpose of the tests remains unknown, and investigators are still trying to determine their usage.
 
The situation raises concerns about the lack of regulation for a Chinese lab operating in California, and there are questions surrounding whether Newsom and his administration had any knowledge of it.
 
The lab was shut down immediately but investigators still have no idea where the tests were being used. The question now is why was a Chinese lab running in California without regulation, and did Newsom and his administration know anything about it?
