On October 25, 2023, India Optel Limited, a Defence Public Sector Unit (DPSU), flagged off its first export shipment of the optical sight 9SH-119 M1, used in India's Soviet-era Anti-Tank Guided Missile (ATGM) systems, to Sciencom FZE in the United Arab Emirates.

"Committed to being Soldier's Eye," the Indian DPSU stated in an official statement.
The Soviet-made Missile Sight 9SH-119-M1 is critical in the integration of the Fagot Anti-tank Guided Missile. The Flame, an adapted launcher compatible with the Milan equipment, a French Anti-tank Guided Missile (ATGM) system, was developed as a result of India's acquisition of Transfer of Technology (ToT) under the Integrated Guided Missile Development Programme in the 1980s.

This adaption was motivated by the fact that India possessed an excess of Milan ATGMs in its inventory and that the mechanism utilized by the Russian ATGM resembled that of the former Franco-German Milan missile system.

The United Arab Emirates (UAE) has an arsenal of over 800 BMP-3s with turrets installed on 8x8 platforms. Sciencom FZE in Sharjah is projected to be the eventual end user of this technology.

The Fagot missile, unlike its predecessors, was among the first Soviet-era ATGMs to be equipped with a wire-guided Semi-Automatic Command to Line of Sight (SACLOS) guidance system.

This semi-automatic technology considerably improves accuracy, since the user just needs to keep a crosshair on the target while the guidance system steers the missile autonomously. The Fagot also had an 80-90 percent hit probability, which was a significant improvement over previous Soviet ATGMs.

Its distinct qualities make it comparable to some of its earlier non-modified Western rivals, such as the American BGM-71 TOW and the Franco-German MILAN in the 1990s and early 2000s.
