On Thursday evening, the congress minister for Disaster Management, Vijay Wadettiwar held a press conference and unveiled a 5-level unlock strategy for the state, stating that this decision was taken during the meeting chaired by CM. He further announced that Thackeray led government had taken the decision, based on positivity rate and total oxygen beds occupancy. According to the announcement, under Level-1, lockdown restrictions will be almost completely lifted in 18 districts as they have a lower than 5% positivity rate and under 25% oxygen bed occupancy.

Half an hour after Wadettiwar's announcement, CMO withdraw his statement and said that lockdown restrictions have not been lifted in half the state from Friday. In the statement, CMO stated that "The lockdown has not been lifted (from Friday). The proposal is still under consideration." The state is not completely free of the COVID-19 infection, with cases still on the rise in many rural areas and the proposals would be considered and implemented after a detailed review of the departments concerned in all districts, it said.

"In view of the deadly and changing form of the coronavirus, it is important to decide whether or not to life the ongoing curbs. The restrictions have not yet been lifted in the state," said the statement.

After the CMO's statement, Vijay Wadettiwar took the quick U-turn from his previous statement and said the unlockdown proposals have been tentatively approved and the final decision would be taken by Chief Minister Uddhav Thackeray. In a bid to defend himself he tried to blame the media.

These both announcements create lots of confusion in the state. This has confusion once again highlighted the miss communication and lack of coordination among the Shiv Sena-Nationalist Congress Party-Congress which resulted in the hugely embarrassing developments.
