Question of original 'Jharkhandi' sustains as state govt implies 75 per cent reservation for locals in private sector

Ranchi, Mar 13: The Jharkhand state cabinet has approved employment policy of mandating the private sector units to reserve 75 per cent of jobs, with the salary up to Rs 30,000 per month, for the local people. Prior to the Jharkhand state govt, similar policy was approved by Haryana state govt, but for jobs with salary up to Rs 50,00 per month.

Jharkhand Chief Minister Hemant Soren will announce the new policy on Mar 17, mandating 75 per cent reservation in the Assembly session. CM Soren took the decision after he visited Delhi to discuss the Jharkhand Industrial and Investment Promotion Policy, 2021's draft. Along with the concerned decision, various other proposals were approved during the Cabinet meeting on Mar 12.

The unemployment rate in Jharkhand had gradually fell to 11.3 per cent in the month of Jan 2021. The economic survey report also states that, the unemployment rate in Jharkhand was increased to 59.2 per cent in the month of May 2020 when COVID 19 cases were at the peak. During Jan 2020, the unemployment rate was as low as 10.6 per cent. The state govt had cited that the major problem that might encounter the implementation of local reservation policy is to identify the beneficiaries. The definition of a ‘Jharkhandi’ is vague and had also led to the resignation of former Chief Minister Babulal Marandi in the year 2002.

The state of Jharkhand had notified the Relaxed Domicile Policy in the year 2016. The new polity had listed six ways in which one could be treated as a domicile of Jharkhand. However, the policy was criticised as it was not giving priority to the tribals. The tribes of Jharkhand comprise of 32 tribes inhabiting in the state. These tribes were originally classified on the basis of their cultural types by the Indian anthropologist, Lalita Prasad Vidyarth as the Hunter-gatherer type which comprised of Korwa, Birhor, Hill Kharia, shifting agriculture comprising of Sauria Paharia, simple artisans who were the tribes like Lohra, Mahli, Karmali, Chik Baraik and settled agriculturists who were the tribes like Munda, Santhal, Ho, Oraon, Bhumij.
