NITI Aayog proposes development plans for Migrant Workers

New Delhi, Feb 11: NITI Aayog has constituted a sub-group to prepare a National Action Plan for Migrant Workers. The sub-group comprises members from various ministries, subject experts, NGOs and civil society organisations, to prepare a tangible action plan to address issues related to migrant workers. In addition, the Ministry of Labour and Employment has also proposed to develop National Database of Unorganized Workers (NDUW), which will be a comprehensive database of the unorganized workers and migrant workers, seeded with Aadhaar.

Further, Ministry of Labour and Employment's proposal of National Database of Unorganized Workers (NDUW) is expected to have details of name, occupation, address, occupation type, educational qualification, skill types and family details for optimum realization of their employability and extend benefits of the social security schemes.
 
In order to safeguard the interest of migrant workers, the Central Government had enacted the Inter-state Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979. The Act has now been subsumed in the Occupational Safety, Health and Working Conditions (OSH) Code, 2020.

The OSH Code provides for decent working conditions, minimum wages, grievances redressal mechanisms, protection from abuse and exploitation, enhancement of the skills and social security to all categories of organized and unorganized workers including Migrant workers. Currently, relevant provisions of the code are applicable to every establishment in which 10 or more inter-state migrant workers are employed or were employed on any day of the preceding 12 months.
