New Delhi, Oct 6: In a huge development, Union Ministers Piyush Goyal and Anurag Thakur announced that a proposal for setting up Rs 4,445 crore mega-investment textile parks has been approved during a cabinet briefing on Wednesday. The move will help generate employment and attract investments for the sector.
Addressing a Cabinet briefing, Union Minister Piyush Goyal said, "Union Cabinet approves setting up of seven PM Mega Integrated Textile Region and Apparel (PM MITRA) parks with a total outlay of Rs 4,445 crores over five years. Move inspired by 5F vision of PM Modi - Farm to Fibre to Factory to Fashion to Foreign."
PM MITRA is inspired by the 5F vision of PM Narendra Modi. The '5F' Formula encompasses - Farm to fibre; fibre to factory; factory to fashion; fashion to foreign. "This integrated vision will help furthering the growth of textile sector in the economy. No other competing nation has a complete textile ecosystem like us. India is strong in all five Fs," the Ministry of Textiles said in a statement.

First announced in Budget 2021-22, each park will generate around 1 lakh direct and 2 lakh indirect employment. The seven MITRA parks will be set up at greenfield and brownfield sites located in different willing states. Tamil Nadu, Punjab, Odisha, Andhra Pradesh, Gujarat, Rajasthan, Assam, Karnataka, Madhya Pradesh and Telangana have expressed interest. The sites for the parks will be selected by a Challenge Method based on objective criteria.
These will be setup at Greenfield or Brownfield sites located in different willing States. "Proposals of State Governments having ready availability of contiguous and encumbrance-free land parcel of 1,000+ acres along with other textiles related facilities & ecosystem are welcome," it said.
The PM MITRA (पीएम मित्र) parks will have the following:
1. Core Infrastructure: Incubation Centre & Plug & Play facility, Developed Factory Sites, Roads, Power, Water and Waste Water system, Common Processing House & CETP and other related facilities e.g. Design Centre, Testing Centres etc.
2. Support Infrastructure: Workers’ hostels & housing, logistics park, warehousing, medical, training & skill development facilities

The Cabinet also approved Productivity Linked Bonus equivalent to 78 days' wage to eligible non-gazetted Railway employees (excluding RPF/RPSF personnel) for the financial year (FY) 2020-21. Union Minister Anurag Thakur said, "Union Cabinet approves Productivity Linked Bonus equivalent to 78 days' wage to eligible non-gazetted Railway employees (excluding RPF/RPSF personnel) for FY20-21. About 11.56 lakh non-gazetted Railway employees are likely to benefit from the decision."
