New Delhi, 17 Sept: India, Brazil, and South Africa reaffirmed their commitment to enhancing the voice and representation of emerging and developing countries in the decision-making bodies of multilateral institutions to better reflect contemporary realities during IBSA Foreign Ministers’ virtual meeting.
IBSA Foreign Ministers’ Virtual Meeting was chaired by External Affairs Minister S Jaishankar. It was attended by his South African Counterpart Grace Naledi Mandisa Pandor and Brazilian counterpart Fabio Marzano.
Adopting the IBSA India, Brazil, South Africa Joint Ministerial Statement on the Reform of the UN Security Council, as a common endeavor of the Global South, Foreign Ministers of all three emerging countries emphasized on the need for the international community to redouble efforts and bolster commitment to achieve tangible progress to an accelerated and comprehensive reform of the Security Council.
External Affairs Minister Dr. S Jaishankar said they issued a Joint Statement on reform of UNSC and expressed collective frustration with the slow progress of reforms in the Inter-Governmental Negotiations.
The joint statement by IBSA said, "We renew our commitment to work for the expansion of Security Council membership to include representation from emerging and developing countries of Asia, Latin America, and Africa, in both the permanent and non-permanent categories, for achieving a representative, inclusive, equitable, responsive, and effective UN Security Council. The legitimacy of the Security Council rests on whether its composition is equitable and reflective of the aspirations and perspectives of the UN’s membership."
Expressing frustration with the slow pace of progress on Security Council reforms in the Inter-Governmental Negotiations process, which lacks transparency in its working methods, the 3 ministers also insist that the time has come to move towards a result-oriented process, with provision for substantive negotiations based on a single comprehensive text, in a formal setting.
The Ministers further agreed to enhance IBSA cooperation at multilateral fora and to organize IBSA events in our three countries. South Africa and Brazil appreciated India’s efforts in keeping up the momentum of IBSA cooperation.
The Ministers also exchanged views on various issues of global significance including peace, security, countering terrorism, climate change, sustainable development, multilateral trading system, disarmament, non-proliferation issues, and South-South Cooperation. Further, the Ministers shared their experience on the COVID-19 pandemic situation and appreciated the work done by the IBSA Fund for Alleviation of Poverty and Hunger.
Brazil and South Africa congratulate India on its successful election as a non-permanent member of the United Nations Security Council for the term 2021-2022. Brazil also expresses its gratitude towards India and South Africa for their support for the Brazilian candidature as a non-permanent member of the UN Security Council for the period 2022-2023.
