Meerut, Feb 5: In a major crackdown, the Uttar Pradesh Anti-Terrorist Squad (ATS) has arrested a man, identified as Satyendra Siwal, working in the Indian embassy in Russia for his alleged involvement in anti-national activities with the Pakistani intelligence agency Inter-Services Intelligence (ISI). What happened?

The accused, identified as Satyendra Siwal who is a native of Hapur in Uttar Pradesh, had been posted at the Embassy since 2021 and worked as an MTS (multi-tasking staff) at the Ministry of External Affairs.

The incident came to light after the UP ATS received intelligence from confidential sources suggesting that ISI handlers were luring employees of the Ministry of External Affairs with money to obtain confidential information. According to the police, the information is likely to pose a big threat to the internal and external security of India.

Acting upon the inputs, the police began a probe through electronic and physical surveillance. During the investigation, the police found that Siwal was involved in the anti-India network. Following this, the UP ATS summoned Satyendra Siwal for interrogation.

UP ATS questioned Siwal, who initially gave unsatisfactory answers. However, later he confessed to spying and was arrested in Meerut.

What information Siwal was leaking?

Siwal was allegedly extracting confidential documents by exploiting his position within the Indian Embassy. Motivated by greed for money, he extracted critical information about the Indian Army and its day-to-day functioning.

Additionally, he also passed critical information concerning the strategic activities of the Ministry of Defence, Ministry of External Affairs, and Indian military establishments to ISI handlers.

The police have registered an FIR against Siwal under section 121A of the IPC (waging war against the country) and the Official Secrets Act 1923.

Past incidents

In October 2023, a Pakistani man who had been granted Indian citizenship in 2005 was caught by the ATS for allegedly spying on Indian defence personnel via WhatsApp.

The suspect, identified as 53-year-old Labhshankar Maheshwari, hailed from Tarapur town in Anand district in Gujarat. The snooping was done to allegedly help Pakistani authorities. The plot involved sending spyware to the WhatsApp of Indian defence personnel in the garb of a fake 'Har Ghar Tiranga' campaign, which sought to encourage every Indian household to sport the national flag.

ISI's notorious plans against India

Notably, the ISI has been continuously attempting to infiltrate the Indian bureaucratic setups with its spies. If not this, ISI lays the groundwork to spread separatism in India and abroad. Last year, several intel reports found that ISI had been providing funds to intensify Khalistani activities in Canada.
