In the country, the present heads of the state governments like Andhra Pradesh are commenting against the central government for not paying back the tax paid by the sources from the states under the federal system. These kinds of comments are adversely affecting the spirit of the cooperative union of the country because the central government's priority is to maintain the internal defense and border security of the country.
Out of the total budget of Rs. 45.03 lakh crores, Rs. 5.94 lakh crores go to the Defence sector and 1.96 lakh crores to the Union Home Department for Internal Defence, i.e. out of the remaining 37.13 lakh crore rupees, 10.79 lakh crore rupees paying for interest on loans, out of the remaining 26.34 lakh crore rupees available, 18.63 lakh crore rupees are sharing to the States and Union Territories as follows-
A) Allocations for reimbursement to states as a share of tax collection: Rs 10.21 lakh crore, of which Andhra Pradesh is getting Rs 41,338 crore as its share or not?
B) 1.84 lakh crores for NDRF funds under some important heads like EAP, interest-free loans under capital expenditure, etc., in which if Andhra Pradesh government spends capital expenditure properly, Whether there is a possibility of getting at least Rs. 15,000 crores or not? Even if the capital expenditure target may not reach, at least Rs. 7,500 crore will be received or not?
C) Funds as per the recommendations of the Finance Commission is 1.66 lakh crores, out of which Rs.17,500 crores (including revenue deficit compensation of Rs.5,000 crores for the year 2023-24) will be received or not for Andhra Pradesh.
D) Out of Rs. 4.27 lakh crores through Centrally Sponsored Schemes, about 25,000 crores will be received by Andhra Pradesh or not and finally, 65 thousand crores allotted for Union Territories. This means that out of 18.63 lakh crore rupees, about 1 lakh crore rupees is being received from the Center for the financial year 2023-24 exclusively for Andhra Pradesh.
Out of the remaining 7.74 lakh crore rupees used for National Highways, Railways and other Infrastructure, Food, Fertilisers, and other Subsidies, Garib Kalyan Yojana, etc., are not implemented in Andhra Pradesh? MSP for farmer-grown crops, funding to panchayats for village swaraj, toilets under Swachh Bharat for dignified living, smart cities for attractive towns, Amrit nagars etc., decided to set up an organization for the promotion of Millets in Hyderabad under Sri Anna for the benefit of small and marginal farmers and the Nursing Colleges, etc announced in the current budget are directly benefiting all states including Andhra Pradesh.
Now tell me, for whose benefit is this budget released? It would be better if the MPs on behalf of the state government party, which is spreading false propaganda by pushing aside the fact that this is the Union Budget, learn the facts from your state government's finance minister that whether State Government allocated funds department wise or District or town wise, today's opposition Telugu Desam is also making the same criticisms as when YCP was an opposition party in the past.
