People in the state of Odisha got a message on their mobile phones today with instructions in English and regional language Odia, as well as an alarm noise and vibration.
This communication has alarmed some individuals and raised concerns because it was sent by the government of India.
The message read:
'This is a sample testing message sent through Cell Broadcasting System by Department of Telecommunication, Government of India. Please ignore this message as no action is required from your end. This message has been sent to test Pan-India Emergency Alert System being implemented by National Disaster Management Authority. It aims to enhance public safety and provide timely alerts during emergencies.'
As stated in the message, the Cell Broadcasting System of the Government of India's Department of Telecommunication is delivering this message as a trial. This alert will assist in notifying every citizen of the country in the event of a disaster or emergency.
The National Disaster Management Authority is testing an emergency message over a Pan-India service that would be used in an emergency.
As speculations about the message are rife, there are also discussions among people regarding the message.
Some say, these messages can be used for various types of alerts like alerting people of India of a Terror attack, Nuclear attack or even natural disasters like Tsunami or an impending earthquake.
This message is being issued on a trial basis across the country.
Notably, CBS is a technique that enables mobile carriers to transmit text messages to all phones in a specified region, independent of which mobile network the phone is connected to. As a result, it is an excellent technique for sending out emergency notifications.
The NDMA is undertaking these tests to ensure that the alert system is operational and capable of reaching people in the case of a true emergency. The tests also assist the NDMA in identifying any areas where the system might be enhanced.
An identical flash message was distributed to a large number of customers a few weeks ago. The Department of Telecommunications Cell Broadcasting System (DoT CBS) has indicated that similar tests would be conducted on a regular basis in other places. The purpose of these tests is to assess the efficiency and efficacy of mobile carriers' emergency warning broadcast capabilities and cell broadcast systems.
C-DOT CEO Rajkumar Upadhyay previously stated that cell broadcast technology is now only accessible from international providers, hence C-DOT is creating its own. He stated that cell broadcast is still in the works, but that NDMA would use it to convey catastrophe notifications straight to mobile phone displays. It is being tested on the Jio and BSNL networks right now.
"The cell broadcast technology is under development and will be utilized by NDMA to send alerts directly to mobile phone screens during disasters. It is currently undergoing testing on the Jio and BSNL networks,” he told PTI.
