Bengaluru, Mar 11: Just a day after announcing that they are going to strictly follow the Supreme court's order on loudspeakers, the Basavaraj Bommai-led- Karnataka government now banned the use of speakers between 10 am and 6 am.
Issuing the circular related to the order, the government said the exiting user of loudspeakers or a public address system should obtain written permission from the designated authority within 15 days. Moreover, it directed that those, who do not obtain permission should voluntarily remove loudspeakers, and public address systems, or else the same shall be removed by the designated authority within 15 days from the deadline giver.
Bommai's government has issued the order citing, the Supreme Court order which has said that the noise level at the boundary of the public place, where a loudspeaker or public address system or any other noise source is being used shall not exceed 10 dB(A) above the ambient noise standards for the area or 75 dB(A) whichever is lower.
"Non-compliance to the provisions of the Noise Pollution (Regulation and Control) Rules, 2000, Government Order dated August 13, 2002, and directions above shall attract penal action in accordance with Section 15, 19, and 24 of the Environment (Protection) Act, 1986," the circular said.
In order, the government further asserted that they are setting up committees at different levels to decide the application of loudspeakers. In police commissionerate areas, the committee would comprise an assistant commissioner of police, a jurisdictional executive engineer of the city Corporation, and a representative of the State pollution control board. In other areas, deputy superintendents of police, the jurisdictional Tehsildar, and a representative of the State pollution control board.
