Goa draws peace and friendly nature from its people and culture. Safety, in most of the parts of Goa, has never been much of an issue. Crime rates have always been significantly lower as compared to most other states. However, with significant changes in Goa’s demographics in the last two decades, some organic and many others facilitated with support from local politicians, new challenges to safety have emerged. Drugs, flesh trade, corruption, land and mining mafia, illegal trade have been the troublemakers in Goa’s safety scorecard.
But how Goa’s present day Government fared on safety? A close look at the data is required to make the right judgement. Strengthening law and order - Key indicators to watch:
Before we take the plunge, let us look at how and what needs to be measured to make a right assessment of law and order situations. There are several aspects starting from the intent and character of elected representatives to governance models, and capability building for law enforcement. While some of these aspects can be quantified well, others will have to be assessed based on subjective interpretation and context.
Intent matters and data speaks the truth:
To begin with, let’s assess the trends of the previous Government to better understand the starting point. A cursory analysis of the news stories suggests that under the INC rule from 2007 to 2012 was a period of heavy interference by politicians in registration and investigating the cases. This shows in data as the charge sheet rates under the BJP rule has improved to 84%, up from 54% in 2011.
Several news stories before 2011 highlight evidences of severe and blatant lapses in registering the complaints and investigation. The news where drugs caught by honest policeman would disappear overnight and reports of ‘white ants are 24 Kg of charas’ were a characteristic of affairs in the Congress’s model of governance. The INC government used all its might and force to prevent justice for the rape and murder of the British national Scarlett Keeling.
The clean-up of the police department began soon after the BJP Govt. came to power in 2012. The data clearly shows Govt’s priority. About 2600+ new recruitment’s were done in Police force, which was close to 50% of the total force in 2012. From 5280 in Feb 2012, the police strength shot up to 7907 personnel under the BJP by 2020.
Improving safety comes with staying invested in the infrastructure and technology:
Funding was made available to the police, to boost their technological capabilities including new cards, mobile tracking devices, and more. In fact, the state expenditure on Law and Order has been increased massively. From 193 crores in 2011-12, the budget expenditure was increased to 490 crores by 2017-18 and now to almost 700 crores in 2021-22.
Right after the BJP came to power in March 2012, the clean-up of the police force started. Effective enforcement of the law has been facilitated by the BJP government’s attention towards boosting infrastructure, police strength, and overall expenditure on law and Police. The police force itself was boosted by 50% by recruiting 2600+ police personnel.
It will be shocking to know that under Indian National Congress, not a single police station was added from 2005-to 2011. In sharp contrast, the BJP Govt. added 18 police stations in Goa since 2012 to take the total number to 43. Furthermore, what shows a major shift in intent on improving the law and order, other major agencies the Anti-Narcotics Bureau and the Anti-Corruption Bureau have been given independent police stations.
As a result of the BJP Govt.’s initiatives, the crime rates in Goa have reduced significantly. Compared to 2013, the total number of crimes has declined by 50.4%. In 2013, the number of crimes reported was 7512, which has declined to 3727 in 2019.
The political interference in police stations seems to have been significantly lower in the BJP Govt.’s rule - one of the most vital indicators of law and order. Finally, the crime detection rate has increased from 68% in 2011 to 93% now – the best in the country. No heinous crime is left unsolved, as the crime detection rate for those is 100%.
The rule of law under the BJP has not only to helped Goa to recover from the lawlessness in congress’s regime, but has transformed the state as a benchmark in the country.
With zero percent tolerance for political interference in affairs of law and order, and building a strong and technically capable infrastructure for law enforcement, the BJP Govt. has walked the talk in making Goa safer.
