Puducherry Floor Test: Congress Govt collapses; CM V Narayanasamy to resign from office

Puducherry, Feb 22: After a long drama, Congress fated to a huge setback in Puducherry with govt collapsing in the Union Territory with the submission of resignation of Puducherry CM V Narayanasamy to the interim Lt Governor of the UT, Dr Tamilisai Soundarajan. The incident of CM V Narayanasamy's resignation has taken place after a series of Congress members and MPs resigning from the party and a major incident of sudden removal of former Lt Governor of the UT, Dr Kiran Bedi, all rooting back to internal disputes of the Congress party in Puducherry that resulted in chaos in the state assembly. The CM's resignation also times immediately after Rahul Gandhi's visit to Puducherry as a part of campaigning, ahead of the assembly elections.

CM V Narayanasamy has announced to officially submit his resignation to Lt Governor of the UT, Dr Tamilsai Soundarajan, shortly after the current govt in power in the state failed to prove majority support in the assembly in the floor test. While the Chief Minister assures to follow what the interim Lt Governor directs to be done ahead for the UT, he also blames the opposition party (BJP) of trying to topple the govt. He further adds, "Former LG Kiran Bedi and Central govt colluded with the opposition and tried to topple the govt. It is clear that the people of Puducherry trust us. This is a govt elected by people."
 
 
While concluding the floor test, the Speaker of the UT's Assembly states, "CM Narayanasamy and other ruling MLAs leave Assembly before confidence vote was taken up. Motion stands defeated." The immediate cause of the floor test remains to be the resignation of two Congress MLAs, A John Kumar and K Lakshminarayanan and a DMK MLA K Venkatesan from their Assembly membership.
 
A floor test is a motion through which the current govt seeks to know whether it still enjoys the confidence of the legislature. In the procedure, a CM appointed that the Governor appoints, can be asked to prove his majority on the floor of the Legislative Assembly of the state/UT. The demand to prove majority is followed by the CM moving a vote of confidence and win majority among those present and voting. In such circumstances, if the confidence motion fails to pass, then the CM has to resign. The idea behind a floor test is to ensure transparency in the constitutional process.
