The recent Indo-China border issue escalation compelled me to recount numerous cloud burst & catastrophe the upper and middle Himalayan range has suffered in last 50 years. Is China using this unconventional tool of was to vacate the region? From Laddakh to Arunanchal Pradesh we share huge border with China and seen range of incident from cloud burst devastating Leh city to Kedarnath carnage, from crash of Arunanchal Cms Chopper to over flooding Brahmaputra. Is China behind the cloudburst? Is China using artificial rain to disturb the hill range so the people from border area migrate and it become easy to intrude the ALC? Is China capable of doing this?
In year 2008 I visited China and it was the eve of Beijing Olympics, China has tested all the stadiums for water leakage by creating huge artificial rains much before the monsoon. Lets revisit the History, The operation Popeye in Vietnam war!
In year 1948, two GE scientist were working upon the freezing techniques found that silver iodide bullets can cause condensation of water particles causing heavy rains and named this phenomenon as cloud seeding, US military used this technique in Vietnam war for weather modification to draw out monsoon to create muddy & difficult conditions for the enemy forces, attempted to flood the Ho Chi Minh trail, washout roads.
Let’s revisit the history of cloud burst in Himalayan terrains-
As per IMD if an area of 20-30 square kilometre receives more than 100mm rains per hour it is called Cloudbursts. From 1970- 2016 there were 30 incidents of cloudburst took place from Pehalgam in J&K, Leh , Uttrakhand to Arunanchal Pradesh in far east causing death of about 20000 lives, Kedarnath incident alone contributed to approximately 6600 deaths and loss of livestock and property, entire villages vanished overnight from the map. When a dense cloud forms over the hill and a huge downpour starts in a particular group of hills which makes a valley below it, the accumulated rain water forms a gigantic face of the river within minutes which is called Jibad(jeebh/tongue) in local language .the force of this accumulated water is so fierce it never gives a seconds time to escape, whatever comes in its way gets wipes away forever.
A thought comes in my mind immediately whenever a cloud burst happens in the frontier states viz. Laddakh,Arunanchal Pradesh,Uttrakhand etc, incidents of cloudburst were heard in last 50-60 years only , is there a systematic planning to vacate this Himalayan frontier region by the expansionist China? Is this a non conventional tool of war for the communist autocratic regime? As this could be very effective tool to vacate the boreder areas whrere life is already difficult and people face real time problems of education, health and logistic. And Incident like Kedarnath & Leh remains in the bad memory and difficult to forget for the people staying in the Hills, they will try out all out efforts to migrate to safeguard their dear ones.
Coming back to the Chinese angle why and how China can do this , yes this region have military importance and our main resources/lifeline of the country viz The Ganga , Yamuna, Saryu and Rāmgangā, all are originated from here, hence they might try to divert the flow of the rivers by tunnels once the region is in their control. China’s hunger to gulp foreign lands is an open secrete ,we have seen it on Tibet,Taiwan,Hongkong and in our own lands at Siachin ,Arunchal and very recently in Ladakh, so we can’t rule out the dragon conspiracy here.
How China can do this in our land? Yes they can do artificial rain, they did it when they built Olympic stadiums and to test their water tightness they created artificial rain over them. They can do it right here at Ladakh,Kedarnah,Eastern hills of Kumaun and Arunanchal. The average temperature of Sri Kedarnath is around 4-5C and the altitude is 11500 fts, at this temperature and altitude if it rains for more than hours time ,the temperature falls and starts snowing, and here it rains for more than 24 hrs and still no snow fall?
When the Leh incident happened, same disaster happened in Chinas area, within three months time they rehabilated the villages as per Chinese and Indian news papers but we can still see the debris on the roadside in Leh even after 11 years of time. This sentiment can spur a pro china approach in border areas. Where as its matter of great pain that our Governments runs at snail’s pace and the people of bordering states start comparing both the countries administration and the sentiment goes against the country and which is very dangerous signs for us.
I once travelled to ladakh month before the Leh cloudburst in 2009, asked the guy who was driving us to places and was a native of Siachin, that given the choice to go with China what he would do, he kept mum; his silence was more than an answer, this could be worst as the Chinese are now at stones through away from them.
After the Narendra Modi led NDA government came in to power in 2016 things has improved , road infrastructure along the India-Tibet border are on fast track, Laddakh have seen many tunnel roads cutting the travel time to less than half and better road connectivity to the nearest town, better health care , good education and most importantly local employability will retain the youth just arrived back from Metros and disillusioned with the city life and their inhuman nature at the time of this corona virus pandemic. We should create and help them develop small gruh and kutir udyogs based on local agro produces, milk produces and opens the sectors of medicinal plantation which is banned in the terrain for no reasons. The present Government in Uttrakhand has allowed cultivation of Ganja with permission which otherwise should be free from control as liquor has ruined the whole Shivalik range from Himanchal to Uttrakhand, we should give them options as they spend all the cash on liquors.
The cloudburst issue to be examined thoroughly as we have history of incidents like Purulia arm drop scandal, wherein the radars were allegedly switched off at the western frontier to enable safe entry of the British plane carrying arms air dropped at Purulia in west Bengal.
