Chandigarh, Nov 10: The Haryana State Government has passed a bill which provides a right to recall an elected member of Panchayati Raj Institutions in conditions of failure of performing their respective duties. The state government has also provided 50% reservation to women in these bodies.
Deputy Chief Minister Dushyant Chautala presented the Haryana Panchayati Raj (Second Amendment) Bill, 2020 on the last day of Vidhan Sabha Session. The bill allows recalling village Sarpanchs and members of district-level Zilla Parishads and block-level Panchayat Samitis if they fail to perform their duties.
The new act makes it possible for the removal of the members of the Panchayati Raj institutions even before their particular tenure ends. Besides, in order to increase the participation of women in the Panchayati Raj system thereby providing 50 per cent reservation to women in Gram Panchayats, Zilla Parishads and Panchayat Samitis respectively. The bill has also proposed to provide a reservation of 8 per cent to the 'more disadvantaged' among the Backward Classes.
The conditions to recall any member are; 50% members of a Gram Sabha will have to provide in writing that they want to initiate recall proceedings for the member, which will be followed by a secret ballot in which 2/3rd of the total member votes against the member to be recalled is obligatory. Only when 2/3rd votes are cast against the member, the member will be removed.
