UP Assembly Winter Session starts tomorrow: Govt to bring second supplementary budget 2019-20

Lucknow, December 16: Uttar Pradesh Assembly will have its winter session from December 17 and it is expected to discuss various issues and also the government will also present a supplementary budget on the first day of the session. The Working Committee and all-party leaders will meet today to finalize the preparations for the winter session. At the same time, meetings of major opposition parties will also be held on Monday for the siege of the government in the House. The ruling party is also gearing up to withstand attacks from opposition parties.

Assembly Speaker Hridaynarayan Dixit said that the party leaders will meet at one o'clock today afternoon to change and run the house in an orderly manner. There will also be an executive committee meeting to finalize the program.

The government is also bringing its second supplementary budget on the first day of the upcoming winter session till 20 December. Dixit said that the meeting related to security will not be held this time as security-related instructions have been given in the special session held on Constitution Day.

UP government had already resolved to take the state budget to $ one trillion by 2024 to contribute in the centre's goal to achieve $ 5 trillion by the same period.

During the session, slated to continue till December 24, most demands would be for seeking further budgetary grants for ongoing schemes. Besides, the government will seek funds for the holding of the Defence expo in Lucknow in February next besides for the rural drinking water scheme under the newly-created Jal Shakti department. The Finance department has sought a proposal for the supplementary demand from the department and it is to be submitted by December 9. No major proposal would be included in supplementary budget as the government has decided that the new proposals would be included in the next budget for 2020-21.

The UP government had obtained approval of the legislature for the first supplementary grants during monsoon session. The government had then tabled a supplementary budget of Rs 13,594.87 crore to meet additional expenditure for 2019-20 fiscal. The first supplementary budget was presented by then Finance minister Rajesh Agarwal. However, Aganval was sacked during the last cabinet reshuffle and replaced by Suresh Khanna. Earlier in February, the Yogi Adityanath government had passed a budget of Rs 4.79 lakh crore for 2019-20.
